Among the most frequently cited thematic interpretations of the Qur'an that address political discourse in the period leading up to Indonesia’s Reform Era and its early stages are the works of Quraish Shihab, Dawam Rahardjo, Said Agil Munawwar, Abdul Mu'in, and the compilation produced by the Indonesian Ministry of Religious Affairs. Orientation Themes of Qur'anic commentary related to the field of Political Sciences, in the works of Quraish Shihab, namely: First, on the theme of "The interpretation of the caliph with the thematic method" (1996), in an effort to Seek the Character of the Ideal Leader. In the theme, explored the comparison with the interpretation of the theme of Khalifah (1996) by M. Dawam Rahardjo. Secondly, the theme of "Politics" (1996), as signs for political rulers based on Qur'anic values. This theme, compared with the dissertation of the theme of the basic teachings on political power by Abdul Mu'in (1994). Theme "Spiritual Leadership" (2003), as the vision of ideal leadership. This theme, as compared with the interpretation of the theme of Leadership According to Al-Qur'an by S. Agil al-Munawwar (2002). The theme of "Message to the Head of State" (2004), as a Leadership Practice under the auspices of religious values. This theme, as compared to the interpretation of the theme of Obligation and Right of Leader of Ministry of Religious Affairs Team (2011). This study seeks to investigate the following research question: What are the key themes and substantive elements of thematic Qur'anic interpretations related to politics in the period preceding and during the early stages of Indonesia's Reform Era? To address this question, the research adopts a qualitative approach grounded in content analysis and comparative methodology, enabling a critical examination and juxtaposition of various interpretive texts within their socio-political context. Political leadership in the study of various themes discussed by Quraish Shihab, he explored it based on the use of Qur'anic texts related to the pronunciation of al-khilâfah with various derivations, ista'mara, al-amir, al-hukm, al-imam, al-amn, also pronunciation amr Ma'rûf nahi munkar.
